Why don’t files normally come with a tool handle but most other woodworking tools do?

Files are used by many people, in many different ways, for many different purposes. No one file handle fits all possible file applications.

People who use files on a regular basis have preferred file handle styles . . . They have preferences for grip, material, angle, length, and weight . . . and those preferences vary from job to job . . .

I think of people who understand the purpose of files, and use them on a regular basis as hand machinists . . . craftsmen . . . artists . . .
Files and prefabricated commercial handles of various sorts are sold separately for that reason.
Most serious metalworking and woodworking craftsmen I’ve met have made their own handles for the variety of files they use . . .
Files eventually wear out . . .
A handle right for a particular style of file and perfect for a particular job lasts a lifetime.
